Florida County issues RFQ for waste P3 project

Escambia County and the Emeral Coast Utilities Authority (ECUA), Florida (USA), have issued a request for qualifications (RFQ) for a Mixed Waste Processing Facility and Recycling Services PPP project.

Escambia County and the ECUA are soliciting qualification statements from interested contractors experienced in the design, permitting, equipment system supply and turnkey facility installation and operation of a source separated recyclables and solid waste processing plant.

The plant will include the turnkey supply of all equipment and include all site work, installation, start-up, and acceptance testing of the facility that will recover materials from the current and future ECUA- and Escambia County -generated recyclables and municipal solid waste streams.

The project will be developed on  a property of approximately 300 acres owned by Escambia County.

Interested parties must submit their qualification documents on or before 18 December 2014. The shortlist is expected to be announced by the end on December.

The ECUA currently operates three wastewater treatment plants in Escambia County with the largest called the CWRF with a 22.5 million gallons per day design capability.
