The Department of Transportation (DOTr), Philippine National Railways (PNR), and the Asian Development Bank (ADB) have conducted the first set of Pre-Bid Conference Sessions for the North–South Commuter Railway Operations and Maintenance (NSCR O&M) Public-Private Partnership (PPP) Project at the ADB Headquarters in Mandaluyong City.
The sessions provided bidders with an overview of the project and tender process, along with a briefing on ongoing development works, enabling them to better understand project requirements and upcoming procurement milestones. Materials from these sessions, together with other tender documents, are available in the Virtual Data Room for the project, which is accessible exclusively to bidders who have paid the participation fee. Interested bidders may still participate in the bidding for the project. The Invitation to Qualify and Bid and Instructions to Bidders are available on the official websites of the PPP Center and the DOTr. The next Pre-bid Conference is scheduled on December 15, 2025.
The NSCR O&M PPP Project aims to deliver a modern, efficient, and integrated railway system that will connect Central Luzon, Metro Manila, and Calabarzon, improving mobility and supporting economic growth across these regions.
