Infrastructure Ontario, on behalf of the Ministry of the Solicitor General, has invited four companies to respond to a request for proposals (RFP) to deliver the Quinte Detention Centre Expansion Project, Greater Napanee, Ontario, Canada.
The companies were prequalified based on criteria identified in a request for qualifications process that began in October 2024. Selection criteria included the required construction experience applicable to this project, as well as the financial capacity to deliver a project of this size and complexity. The companies will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and the Ministry of the Solicitor General will evaluate the proposals, select a preferred team and then negotiate a final contract. The successful company is expected to be announced in summer 2026. A fairness monitor will oversee the entire procurement process.
