The National Infrastructure Agency (ANI) outlines the plan to open a bypass on the old road to restore mobility on the Bogotá-Villavicencio corridor, starting September 15, 2025.

Phase 0 of the Operational Contingency Plan includes the controlled passage of vehicles stranded in Abasticos, El Uval, and Villavicencio’s Anillo Vial, focusing on local traffic only (based on municipal lists). No transit between Bogotá, Villavicencio, and Llanos Orientales is permitted. This phase follows asphalt laying, geomesh installation, and traffic management tests.

The next two phases comprise:

  • Phase 1: Once Phase 0 is completed (estimated between one and two days), public passenger and heavy cargo transportation from both capitals will be permitted.
  • Phase 2: Includes opening for all types of vehicles, with defined passage times for each direction of traffic based on experience from previous days. Implementation could take one to two days after Phase 1.

It is important to note that overweight vehicles will not be allowed to circulate to prevent premature damage to the pavement. To this end, inspections will be carried out near the Alto de la Cruz weigh station. Oversized cargo vehicles will continue to be subject to the restrictions established in Resolution 3011 of August 3, 2025. The following interventions were carried out to adapt the alternate route:

  • opening access points to the bypass, identifying fault zones and replacing material, cutting and shaping slopes, clearing hydraulic works and removing plant material, and constructing curbs and gutters.
  • Installation of a protective layer on slopes;
  • construction of a lateral filter to capture and conduct infiltration water;
  • improvement of the subgrade and re-routing of the road in affected areas;
  • installation of lighting poles; and
  • laying and priming of asphalt.
