Belfast City Council Appoints Private Sector Partner for Long-Term Development Joint Venture

Belfast City Council announced the award of a contract to a Private Sector Partner (PSP) to act as a master developer in a long-term public-private development partnership.

Belfast City Council is spearheading an ambitious GBP 630 million (US$ 844 million) regeneration initiative aimed at revitalizing the city centre through a housing-led, mixed-use development strategy. This transformative project seeks to deliver thousands of new homes, enhance urban connectivity, and foster a vibrant, sustainable environment for residents and businesses alike. The Council has appointed GRAHAM as its Private Sector Partner (PSP) to act as a master developer in this long-term public-private development partnership. This collaboration is formalized through a Strategic Partnership Agreement (SPA), which outlines the process for entering into Site Specific Development Agreements.

The initial phase leverages strategic council-owned city centre sites with a development value of GBP 280 million (US$ 375 million), aiming to deliver mixed-tenure homes to meet the needs of those wishing to live in the city. Belfast aims to increase its population by 66,000 and add 31,600 homes by 2035, aligning with the city's broader growth ambitions. The strategy emphasizes creating a green, walkable, and cyclable city centre, improving connectivity between the city core and surrounding neighbourhoods.
