The Government of Peru, through PROINVERSIÓN, signed a public-private partnership contract with Ortiz Construcciones y Proyectos S.A. for the operation and maintenance of the Villa El Salvador Emergency Hospital in Lima, Peru.
The agreement for the “Operation and Maintenance of the New Villa El Salvador Emergency Hospital (HEVES)” project has been finalized. With an estimated investment of US$284 million, the project aims to enhance healthcare services for nearly one million residents in Lima by providing improved infrastructure, modern medical equipment, and efficient support services. This initiative is being advanced by the Ministry of Economy and Finance (MEF), through the Private Investment Promotion Agency (PROINVERSIÓN), under a Public-Private Partnership (PPP) framework with a total duration of 16 years. The contract includes an 18-month pre-operational phase followed by a 14-year and 6-month operational period, during which the concessionaire will oversee asset rehabilitation, equipment replacement, and the overall management of the hospital’s general services.
The project includes the rehabilitation of existing infrastructure, the replacement of clinical and non-clinical equipment, and the operation of services such as food services, cleaning, security, laundry, maintenance, logistics, and information technology. The adopted scheme will strengthen the hospital's operations without, in any way, privatizing healthcare. Ownership of the assets and the provision of healthcare services will remain the responsibility of the State, through the Ministry of Health. Additionally, the contract incorporates a performance-based payment mechanism, where monthly compensation is linked to service quality, with penalties applied for any failure to meet established standards, thereby ensuring a consistently high level of service.
