Delivery Partner Sought for Social Housing & Resource Centre in West Wales

Ceredigion County Council and Hywel Dda University Health Board (HDUHB) are seeking a suitable Delivery Partner to design, build and operate a purpose-built housing scheme for individuals in Tregaron.

This development will include social-rent housing and an Integrated Resource Centre (IRC) that brings together community, health, and social care services in a single facility. The successful partner will not be responsible for carrying out the construction works directly but will oversee and manage them under the UK Procurement Act 2023. The Council will retain ownership of the completed assets, granting a 125-year lease to the Delivery Partner to operate and maintain the facilities. The procurement will follow a competitive dialogue process, with a strong emphasis on quality (90%) over price (10%). Up to three bidders will be shortlisted after the pre-qualification questionnaire (PQQ) stage. Bidders are also expected to demonstrate their commitment to delivering social and community benefits as part of the project.

Tenderers should be aware that this procurement process is solely for selecting the Delivery Partner, who will be expected to work closely with the Council and Hywel Dda University Health Board (HDUHB) and take primary responsibility for advancing the agreed solution through all phases of its implementation. Both the project specification and the contract terms will be defined and finalised during the dialogue stage. A social housing grant may be accessible to registered social landlords (housing associations) through the Welsh Government. It will be the responsibility of the Delivery Partner to apply for this funding directly. Additional funding sources, such as a Health Capital Grant, Health & Social Care Capital Receipts, and a Council grant, may also be available. However, tenderers should be aware that there is no assurance these public capital funds will be awarded to the Delivery Partner.
