Southwark Council (London Borough of Southwark) partnered with private developers Lendlease—as master developer of Elephant Park on the former Heygate Estate—and Delancey/Get Living, who are leading the mixed-use redevelopment of the Elephant & Castle shopping centre and surrounding Town Centre site.
In Elephant Park, Lendlease demolished the Heygate Estate (2011–14) and is delivering around 3,000 new homes, parkland, retail, and community facilities in its place. Meanwhile, Delancey secured planning permission (despite earlier setbacks), demolished the old shopping centre (2020–21), and is constructing a new “Elephant” town centre comprising up to 485 build-to-rent homes, retail, leisure space, and a campus for the London College of Communication, supported by BIM Technologies. Both developments are located in South London’s Elephant & Castle district and have triggered concerns about social cleansing—driven by deficits in genuinely affordable and social-rented housing—and efforts to relocate existing Latin American traders and independent shops, amid rising gentrification and cultural displacement.
