The London Borough of Tower Hamlets has issued a Preliminary Market Engagement Notice for the decarbonisation and expansion of the Barkantine Estate heat network, whose current PFI contract expires in October 2027.
This market engagement is being conducted ahead of a planned procurement process to support the decarbonisation, operation, and potential expansion of the existing Barkantine Heat Network. The scope will cover financing, design, construction, heat supply, customer services, metering and billing, as well as the operation and maintenance of the system. The London Borough of Tower Hamlets (LBTH) is carrying out this pre-market exercise to inform the development of a future tender. This pre-market engagement will take place in two stages:
Stage 1 – Expression of Interest (EOI):
Organisations wishing to participate must register on the London Tenders Portal and submit their expression of interest for project reference DN779718 by 5:00 PM on 8 July 2025.
Stage 2 – Distribution of Engagement Materials:
Suppliers who have expressed interest by the deadline will receive, through the portal, the following documents:
