DOTr seeks new contractor for Unified Grand Central Station via PPP

The Philippines' Department of Transportation (DOTr) is actively seeking a new contractor to resume construction of the long-delayed Unified Grand Central Station in Quezon City. This initiative follows the termination of the contract with the BF Corporation and Foresight Development and Surveying Co. (BFC-FDSC) consortium due to significant construction delays attributed to payment disputes.

The Unified Grand Central Station, also known as the North Triangle Common Station, is a pivotal infrastructure project designed to interconnect Metro Manila's major rail lines: LRT-1, MRT-3, MRT-7, and the forthcoming Metro Manila Subway. Situated at the intersection of EDSA and North Avenue in Quezon City, the station encompasses a 13,700-square-meter concourse and is projected to accommodate up to 500,000 passengers daily. Once completed, the common station will provide seamless access between Light Rail Transit Line 1 (LRT-1) and MRT Lines 3 and 7.

Originally awarded in 2019, the contract for Area A of the station was valued at PHP 2.8 billion (US$ 50 million) and anticipated to be completed in early 2021. However, construction has been stalled since August 2024, leading to the formal termination of the contract on May 16, 2025. The DOTr aims to award the new contract by Q3 of 2025, aligning the station's completion with the projected full operations of MRT-7 in 2026. The BFC-FDSC consortium has expressed willingness to resume work, contingent upon the settlement of outstanding payments by the DOTr. They have proposed mediation to resolve the dispute, emphasizing that the contract remains valid and salvageable.
