Dubai Municipality, through its Sewerage and Recycled Water Projects Department (SRPD), has launched the Public-Private Partnership (PPP) Request for Proposal (RFP) for the Phase 2 Links Package of the Dubai Strategic Sewerage Tunnels (DSST) Project. This procurement aims to appoint a suitably qualified PPP developer to deliver this key stage of the project. Proposal submissions are due by April 30, 2026. The scope of the project is extensive and includes the financing, development, design, engineering, procurement, construction, commissioning, ownership, operation, maintenance, and eventual handback of the Phase 2 Links Package. The project will be implemented under Dubai’s PPP framework, in line with PPP Law No. 22 of 2015.
The RfP is open exclusively to pre-qualified PPP participants in accordance with the PPP Request for Qualifications dated 24 July 2024 and the PPP RfQ Refresher dated 19 September 2025. Dubai Municipality looks forward to receiving competitive proposals and collaborating with partners to further strengthen Dubai’s strategic sewerage infrastructure and sustainability objectives.
