The City of Edinburgh Council has initiated a public procurement for the redevelopment of the former Castlebrae High School site (4.36 ha off Greendykes Road) into a mixed residential development, with an estimated value of GBP 81.2 million (US$110 million).
Located off Greendykes Road in the north east of the Scottish capital, the 4.36-hectare brownfield plot is earmarked for 307 homes, including 144 for social rent and 163 for private sale. A preferred site layout has been established, and the project has progressed to RIBA Stage 2 design. The procurement will be carried out in two stages. In the first phase, the chosen development partner will be appointed to provide professional services to support the planning and design process. This will be followed by the execution of a development agreement, a land sale agreement, and a construction contract. Evaluation will prioritize quality (70%) and price (30%), with a minimum of four bidders expected to be shortlisted.
The contract is anticipated to run for approximately 36 months, though this may be adjusted based on the complexity of the final design. A minimum of four firms are expected to be shortlisted to participate in the bidding process. As part of Edinburgh’s broader regeneration strategy for the Greendykes area, this development represents a significant component of the City Council’s wider housing delivery programme. Tender submissions are due by 12:00 pm on 23 July 2025, with shortlisted teams expected to receive invitations to tender by 1 September 2025.
