Qatar Tourism, through the Public Works Authority (Ashghal), has planned a Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) tender for the development of the West Bay Beaches and Al Safliya Island.
The Contracting Authority is seeking an experienced private sector developer or operator—either regional or international—to undertake the development and operation of five beachfront sites in the West Bay Area, as well as Al Safliya Island. The project will include a variety of uses, such as accommodation, food and beverage outlets, and leisure amenities. The selected partner will assume full responsibility for the design, construction, financing, operation, and maintenance of the facilities over a 25-year term. All designated plots will be leased from the Government at a nominal rental rate.
Interested parties with relevant experience in similar projects are invited to submit their EOIs by 1:00 PM Doha local time on June 22, 2025. Submissions should include a letter of interest on official company letterhead, a valid commercial registration copy, key contact details, and documentation demonstrating experience and capabilities in managing similar projects. All documents must be submitted in soft copy to the following email address: eoi@ashghal.gov.qa.
