Plymouth City Council is preparing to procure a Development Partner to design, invest in, deliver, own, operate, maintain, and expand a large-scale heat network. The contract, classified under energy and related services, is valued at an estimated GBP 3.5 billion (US$ 4.7 billion) excluding VAT (GBP 4.2 billion (US$ 5.6 billion) including VAT). It will span nearly 61 years, running from 30 January 2026 to 31 December 2086. This long-term partnership aims to support the city’s low-carbon infrastructure ambitions. The procurement process is expected to officially launch with the publication of a tender notice on 1 January 2026. The contract will cover services across the United Kingdom.
