Worcestershire County Council (WCC) is conducting pre-market engagement (and planning a future competitive procurement) to select a Development Partner to deliver the Shrub Hill Quarter regeneration project (Phase 1 – Shrub Hill Industrial Estate) in Worcester, Worcestershire, UK.
This questionnaire is intended to commence a market engagement exercise that will help shape the procurement strategy for Phase 1 of the Shrub Hill Quarter development, located at Shrub Hill Industrial Estate. The Shrub Hill Quarter comprises 14 hectares of land connecting Worcester city centre with Worcester Shrub Hill station. Phase 1 encompasses land owned by WCC and has already seen significant progress, including initial public realm enhancements, site clearance for residential development, and ongoing investment in the conversion of a 37,000 sq ft heritage building for commercial use. Additional development opportunities remain available across the wider industrial estate.
The contract is expected to commence on 1 November 2026 and run for an initial period of five years, ending on 31 October 2031. The contracting authority has indicated the option to extend the agreement for up to an additional two years, which could take the contract through to 31 October 2033, resulting in a maximum potential term of seven years. Interested suppliers should note that the market engagement deadline was 27 February 2026, meaning expressions of interest or responses to the engagement exercise were required by that date to help inform the authority's procurement approach.
