Hounslow seeks £300m partner for Convent Way Estate regeneration

The London Borough of Hounslow has published a notice for a Soft Market Engagement exercise ahead of a major procurement. The council is seeking a Development and Investment Partner to deliver the comprehensive regeneration of the Convent Way Estate. This early market engagement is designed to gather feedback from potential partners before a formal tender process begins, and participation will not influence any later evaluation.

The proposed scheme centres on a redesigned masterplan that will deliver approximately 550 to 568 new homes. It includes the full replacement of the existing 250 social-rent homes, together with additional social-rent units, shared-equity properties and market housing in later phases. Delivery is expected to take place across up to five phases and will be supported by a revised hybrid planning application and a phased Compulsory Purchase Order strategy. Early phases are likely to be delivered on behalf of the council, while later phases would be taken forward by the partner acting as retained developer.

Alongside the main regeneration project, the council is also considering a separate tender for interim capital works covering roof and concrete repairs, with an estimated value of up to £5 million. Organisations may express interest in the regeneration scheme alone or in a combined package that includes these capital works. The overall estimated value of the main contract is £300 million excluding VAT (£360 million including VAT), with a projected contract period running from July 2028 to March 2042.

Interested organisations are invited to submit an Expression of Interest via the council’s e-tendering portal (ProContract / Due North) under project reference DN828611 by the engagement deadline of 25 September 2026. Selected suppliers may then be invited to one-to-one soft market engagement discussions. The notice serves purely as a market notification and does not form part of any formal procurement evaluation.
