The Enhancing CAREC Regional Connectivity Program (Tranche 1) includes the reconstruction and upgrading of the Beineu–Saksaulsky Highway in Kazakhstan. Under Contract CW-01 (BS-DBM), NC KazAvtoZhol JSC, the employer, has invited bids for the design, construction, completion and performance-based maintenance of the highway. The overall project covers a 559 km section of the national highway, which is to be upgraded to Category II standards, with the ADB-financed portion covering 124 km between km 286 and km 410. 

The works are planned under a Design–Build–Maintenance (DBM) 1–3–7 model, comprising one year for detailed design, three years for construction and seven years of performance-based maintenance by the contractor. The scope is divided into four lots. Lot 1 covers 40 km from km 286 to km 326 and includes the Bozoi road maintenance unit and an ITS intermediate control gantry at km 333. Lot 2 covers 44 km from km 326 to km 370, while Lot 3 covers 40 km from km 370 to km 410. Lot 4 covers a 206 km access road between Shalkar and Bozoi, together with the Shalkar road maintenance unit. 

The Shalkar–Bozoi access road under Lot 4 has a different maintenance arrangement: the contractor will not be required to provide further performance-based maintenance after completing its construction or major repairs. The project is intended to improve the condition and connectivity of this section of Kazakhstan's national road network as part of the broader CAREC regional connectivity programme financed by the ADB. 

Procurement is being conducted through open competitive bidding under ADB's applicable procurement framework, using a single-stage, two-envelope procedure without prequalification. Bids will be evaluated using Merit Point Criteria, with the contract awarded based on the combined technical and financial evaluation.
