The Government of Kenya is seeking private-sector investors to finance the expansion of the 461-km Nairobi–Mombasa Highway (A8) after abandoning the earlier proposal by Everstrong Capital to develop a separate greenfield expressway. The project is now structured around upgrading the existing two-lane corridor to a minimum four-lane, access-controlled toll road, with the aim of improving capacity, reducing congestion and strengthening connectivity between Nairobi and the Port of Mombasa.
The Nairobi–Mombasa Highway has been included among 13 priority projects that Kenya is presenting to investors during the 2026/27 financial year. The projects were promoted at the Global Infrastructure Cooperation Conference 2026 in Seoul, where Kenya’s PPP Directorate sought interest from Korean and other international investors. The highway is being considered for private financing alongside the Mau Summit–Malaba Road. The new approach follows the rejection of Everstrong Capital’s privately initiated proposal for the Usahihi Nairobi–Mombasa Expressway. In July 2025, Kenya’s PPP Committee determined that the proposal did not meet the required criteria and directed the Kenya National Highways Authority (KeNHA) to consider restructuring the project around expansion of the existing A8 highway.
The restructured project is currently at the feasibility-study stage. Kenya’s investment project catalogue estimates the financing requirement at approximately US$3 billion, although this figure is indicative. The project is expected to incorporate supporting infrastructure such as truck parking and logistics facilities, while improving road safety, travel times and freight movement along the Northern Corridor.
