Kenya’s National Highways Authority (KeNHA) has begun developing the Nairobi–Mombasa Road into a minimum four-lane dual carriageway through a proposed public-private partnership (PPP).

The assignment will be carried out in two stages: a six-month feasibility study followed by nine months of transaction advisory services, for an overall duration of 15 months. The consultancy will cover transport infrastructure feasibility assessments, highway planning and engineering, traffic engineering, transport demand forecasting and Intelligent Transport Systems (ITS). It will also include environmental and social safeguards assessments, as well as PPP advisory support covering project structuring, financial analysis, procurement assistance and transaction management.

KeNHA is looking for consulting firms with a minimum of 15 years of experience in transportation and highway engineering, transport infrastructure planning, engineering feasibility studies and PPP transaction advisory services. Interested firms must also demonstrate experience in completing at least three projects of comparable nature, scope and complexity over the past 10 years. The initiative forms part of efforts to assess and prepare the Nairobi–Mombasa corridor for potential private sector participation.

The Government of Kenya has secured World Bank financing for the Horn of Africa Gateway Development Project and plans to use part of the funds to procure consulting services. Eligible firms may submit applications independently or as part of a joint venture. The consultant will be selected through the Quality and Cost-Based Selection (QCBS) method, in line with applicable World Bank procurement regulations.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. EOI must be submitted to KeNHA by 27 August 2026 at 11:00 a.m. East Africa Time, either physically at Barabara Plaza in Nairobi or electronically through the authority’s designated email address.
