The Mayor of the Liverpool City Region (LCR) Combined Authority, working with the region’s local authorities, housing associations and Homes England, has revealed a GBP2 billion (US$2.7 billion) plan to build more than 64,000 new homes across over 300 sites in the Liverpool City Region, including nearly 31,000 in Liverpool itself, as part of the LCR Housing Pipeline.
The LCR Housing Pipeline sets out a programme of schemes designed to speed up housing delivery and support regeneration across the City Region. Central to this approach is a recently announced GBP700 million (US$948 million) investment to boost the supply of social and affordable homes. In partnership with Homes England, the Combined Authority is also committing GBP1.3 million (US$1.76 million) to progress a strategic portfolio of 310 priority sites across Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral, identified through a Strategic Place Partnership (SPP) with Homes England. In addition, proposals are being developed for a Housing Investment Fund to help unlock stalled developments, with total public investment requirements estimated at up to £2 billion (US$2.7 billion), including around £1 billion (US$1.3 billion) for the most complex 139 sites. The next phase of the pipeline’s development will involve engaging with the wider housing market to identify opportunities to accelerate site delivery and to gain a clearer understanding of current activity, with particular focus on the existing SPP Priority Areas.
As part of its market engagement, the Combined Authority is hosting an event that will bring together contractors, developers, investors, Housing Associations, and Local Authorities. This event will launch the ongoing LCR Developer Network, aimed at boosting market confidence and supporting developers in delivering much-needed new homes. The Combined Authority will also present how a joint team from the Combined Authority and Liverpool City Council will develop a detailed business case for the proposed designation of a Mayoral Development Area (MDA) covering Liverpool’s North Docks and the creation of a Mayoral Development Corporation (MDC) to oversee its regeneration. While the MDC will initially focus on the North Docks MDA, officers plan to develop a model that can be efficiently applied to other priority regeneration areas across the Liverpool City Region.
