Lovell Partnerships Secures Elm Grove Estate Regeneration Project in Sutton

The London Borough of Sutton has awarded a concession contract for the Elm Grove Estate Regeneration, entrusting Lovll Partnerships Limited with the development and regeneration of the council-owned land.

The concession was granted based on three key evaluation criteria: the quality of the proposal, the contractual approach offered, and the financial aspects of the bid.

The project involves the construction of approximately 290 mixed-tenure homes, with up to 50% allocated as affordable housing to be purchased by the council, as well as the creation of commercial and community spaces at the Market House on Sutton High Street. The total value of the award is approximately £49.9 million (excluding VAT), with considered bids ranging from £49.3 million to £59.6 million. The concession is set to run for 84 months (7 years). It was awarded following an award procedure with prior publication of a concession notice and falls under the Government Procurement Agreement (GPA). The award decision was made on 5 November 2024, with three tenders submitted. The contracting authority will continue oversight, and any review disputes would be handled by the High Court of England and Wales.
