Merseyside Waste Disposal Authority is procuring a specialist commercial advisory service to support the ongoing management and assurance of its long-term PFI/PPP Waste Management Contract.
The successful Provider will supply specialist commercial support on an as-required basis, covering areas such as contract interpretation, payment mechanism validation, QCiL assessment, insurance and JICR advice, evaluation of variations, dispute prevention, contract expiry planning, and other associated commercial services in line with the Specification. Delivery will be led mainly by an identified senior commercial expert with proven experience of PFI/PPP contracts and complex public-sector commercial frameworks. Engagements will be instructed as needed to meet operational demands, with no commitment to a minimum volume of work. The Contract will be awarded to a single Provider for an initial period of three years, with the option to extend for up to two additional periods of twelve months each. The procurement will be conducted as an open procedure in accordance with the Procurement Act 2023, ensuring full transparency and equal treatment of all interested suppliers.
The initial contract runs for three years from March 2026 to March 2029, with options for two 12-month extensions up to 2031; bids are evaluated 70% on quality and 30% on cost, with submissions due electronically via mytenders.co.uk by 19 January 2026.
