The Agencia Nacional de Infraestructura (ANI) and the concessionaire Autopistas del Caribe S.A.S. have mutually agreed to terminate the concession contract for the Cartagena–Barranquilla freight corridor in northern Colombia, initiating a reversion stage starting on 2 January 2026, during which Autopistas del Caribe will continue operating and maintaining the corridor before handing the infrastructure over to Invías.
While the contract was being carried out, multiple social protests took place, leading to ANI being held liable for losses caused by decreased toll revenues at the existing toll plazas in Turbaco, Sabanagrande, and Galapa, as well as for the failure to install and operate the Arroyo de Piedra toll plaza. These disruptions also prevented the concessionaire from securing financial closure for the project. These issues led to ongoing disputes, culminating in a demand filed by the concessionaire, Autopistas del Caribe S.A.S., in May 2024 before an International Commercial Tribunal, seeking contract termination and damages of approximately COP $1,290,551,050,234 (US$347 million).
As a result of the transaction, an agreement was reached that allowed the ANI to save approximately 63% of the concessionaire's claims, without implying any recognition of the merits of those claims. The agreed-upon sums will be paid with resources available in the project's Autonomous Trust Fund, without needing to draw on funds from the National General Budget, and will be taken into account when the Contract is settled. The settlement agreement will end the International Tribunal proceedings and allow for managing the risk of a potentially larger judgment against the Nation, which would have been issued around May 2027, along with the associated financial costs of prolonging the process. In view of the above, during the Reversion Phase, the concessionaire Autopistas del Caribe. SAS will continue its operation and maintenance work on the corridor and will also operate and collect tolls at the existing toll stations for a period of 200 days starting on January 2, 2026. After this period, the infrastructure associated with the corridor, as well as the tolls, will be handed over to INVIAS.
