The Western Riverside Waste Authority (WRWA) has launched a Preliminary Market Engagement (PME) to engage with suppliers regarding capacity within the UK waste market to process and treat entire waste streams for which WRWA is responsible. Through this PME, the Authority seeks to:

  • Understand market appetite for the Authority's future waste management services;
  • Test potential services delivery models, integrated, disaggregated, lots;
  • Explore capacity, capabilities, innovation and investment appetite across the Services;
  • Inform the Authority's infrastructure planning, including potential refurbishment, expansion, or use of existing facilities;
  • Identify risks, constraints and opportunities that could influence future commercial and procurement approaches; and
  • Support the development of the Procurement Strategy & Outline Business Case that is transparent, competitive, attractive to the market and deliverable.

This PME Notice is supported by a briefing document and a market engagement questionnaire, which interested suppliers are requested to complete and submit by the deadline of Friday, 20 February 2026. After reviewing the questionnaire responses, the Authority may invite selected suppliers to attend one-to-one follow-up meetings to explore their submissions in greater detail.
