NewZealand Government Unveils US$3.6 billion Infrastructure Plan Amid Accusations of Project Recycling

The New Zealand Government has announced that NZD 6 billion (US$3.6 billion) worth of infrastructure construction projects will kick off between now and the end of the year, with NZD 3.9 billion (US$2.3 billion) dedicated to roading alone. According to Infrastructure Minister Chris Bishop and Economic Growth Minister Nicola Willis, these projects are expected to generate thousands of jobs nationwide, with each billion dollars of infrastructure investment estimated to support around 4,500 jobs.

The pipeline includes a wide range of investments: major road upgrades like the Ōtaki–Levin expressway, Melling interchange, Waihoehoe Road, Ōmanawa Bridge, SH22 corridor works, SH76 in Canterbury, and Rolleston access improvements; hospital and health facility upgrades including Hutt Valley’s mental health unit, Auckland City Hospital, Middlemore Hospital, and Dunedin’s inpatient building; school property projects worth nearly NZD 800 million; and new-builds such as a biosecurity laboratory, a Papakura District Court interim courthouse, and seismic strengthening of the Parliamentary Library.

These efforts form part of the broader Infrastructure for Growth agenda, which aims to remove regulatory barriers, deliver better value, and support longer-term economic resilience. This includes the recent rollout of the Fast‑track Approvals Act, a $1.2 billion Regional Infrastructure Fund, and a refreshed National Land Transport Fund committing NZD 22 billion toward transport over the next three years. At the national level, the National Infrastructure Pipeline now provides visibility for over NZD 207 billion in planned future infrastructure across central and local government as well as private sector partners—a transparency signal intended to give firms, workers, and investors greater confidence to plan.
