Nigeria’s Federal Executive Council (FEC) has approved approximately N610 billion (US$440 million) worth of road projects and the concession of three infrastructure assets as part of the Federal Government’s strategy to attract private-sector capital into road infrastructure. The approvals were announced by Bello Goronyo, Minister of State for Works, following the FEC meeting chaired by President Bola Tinubu in Abuja.
The approved road projects include the Ado Ekiti–Iyin–Aramoko–Itawure–Osun State border road, awarded to CBC Global Civil & Building Construction Nigeria Limited for about N159.83 billion, with a 24-month completion period. The council also approved variation/change orders for the Abeokuta–Iboro–Ilaro Road and the Phase II upgrade of the 15-km Port Harcourt (Eleme Junction)–Onne Port Junction section of the East-West Road in Rivers State, with the latter awarded to RCC Nigeria Limited for about N74.51 billion and a nine-month completion period.
Further approvals include the Phase II rehabilitation of the Ado-Ekiti–Afe Babalola University Road toward the Ondo State border, awarded to S & M Nigeria Limited for approximately N54.52 billion, and the construction of Phases II–V of the Ilara–Iselu Road in Ogun State, awarded to JRB Construction Company Limited for about N94.24 billion, with a 24-month completion period.
Under the concession programme, the government approved 100%-funded private-sector PPP concessions for three assets: the 7.9-km Dikko–Maje section of the Suleja–Minna Road for 40 years, the Lagos–Ibadan Expressway for 25 years, and the Greenfield Trailer Park at Aro-Ngwa in Abia State for 50 years. The concessions use Design, Finance, Build, Operate and Maintain (DFBOM) and Operations and Maintenance (O&M) models, placing funding responsibility on the concessionaires.
The approvals form part of a wider pipeline of six PPP projects packaged by the Ministry of Works covering trailer parks and highway concessions. The government has also ratified the award and issued a Federal Executive Council compliance certificate for the concession of the Abuja–Kaduna–Kano Expressway to Aspect Concession Company Limited.
