PROINVERSIÓN, in coordination with Peru’s Ministry of Economy and Finance (MEF), has expedited the signing of an addendum with Terminal Internacional del Sur (TISUR)—a joint venture between Grupo Romero and Global Infrastructure Partners‑BlackRock—to expand and modernize the Port of Matarani in Islay, Arequipa, aiming to attract over US $700 million in private investment.
The addendum is expected to be signed in Q3 of 2025, and during its implementation, it will ensure the development of key infrastructure, including a new multipurpose dock, a breakwater, electric cranes, mineral storage areas, and upgrades to container yards. These enhancements will significantly boost the operational efficiency and competitiveness of one of Latin America’s leading mineral export ports.
The Matarani Port Terminal, located in the province of Islay (Arequipa), was awarded the contract in 1999 and is currently operated by TISUR of the Tramarsa Group (50% owned by Grupo Romero and 50% by Global Infrastructure Partners-BlackRock). Over 25 years, the concessionaire invested US$290.4 million in the design, construction, improvements, repair, conservation, maintenance, and operation of the Port Terminal.
