Plenary Middle East and Abu Dhabi’s Department of Municipalities and Transport (DMT) have signed Heads of Terms for the development of a new headquarters for the Integrated Transport Centre (ITC). The proposed facility is intended to provide a purpose-built base for Abu Dhabi’s transport operations and bring together the functions of the ITC and Traffic Management Centre (TMC) under one roof.
The proposed headquarters is planned as a modern mixed-use development rather than solely an administrative building. It is expected to include dedicated facilities for transport operations, accommodation for DMT's operations and employees, commercial office space, as well as retail and activation areas. By consolidating the ITC and TMC, the project is expected to improve coordination between different transport functions, support faster and more informed decision-making, and strengthen the resilience of Abu Dhabi's wider transport network.
The project is being pursued under a long-term lease model, with Plenary Middle East expected to work with DMT across several stages of the development. Its responsibilities are envisaged to cover the design, financing, development, operation, maintenance and lifecycle management of the proposed headquarters. This means the private-sector partner would have a long-term role in delivering and managing the facility rather than simply constructing the building and exiting the project. For DMT, the initiative is also an example of using private-sector investment and expertise to support public infrastructure. According to DMT, Abu Dhabi's transport network is continuing to evolve, creating a need for infrastructure that can accommodate future operational systems and capabilities. The proposed headquarters is therefore being designed around the long-term requirements of the ITC and TMC.
For Plenary Middle East, the project represents another opportunity to apply its long-term government partnership and infrastructure delivery model in the region. The company said it would combine its international experience with regional expertise to support the development of the facility. However, the announcement is currently at the Heads of Terms stage, meaning the project is still progressing through its subsequent development stages rather than representing a completed financial close or construction start.
