The Pre-Qualification, Bids and Awards Committee (PBAC) has invited all prospective and eligible bidders to attend the Pre-Bid Conference for the design, engineering, construction, financing, testing, commissioning, operations, and maintenance of the Baguio City Integrated Terminal (BCIT) Project.
The Pre-Bid Conference is set for August 27, 2025, at 2:00 P.M. at the SP Session Hall, City Hall, Baguio City. The session aims to present an overview of the project and contract package, as well as to address any questions or clarifications regarding the bidding documents. Participation will be limited to prospective challengers who have submitted their Expression of Interest (EOI) to the City Budget Office – Local Economic Development and Investment Promotion Unit. Interested parties are therefore advised to file their EOI ahead of the scheduled conference.
The project is among the flagship initiatives of the city government under the Public-Private Partnership (PPP) framework, with Megawide Construction Corporation serving as the original proponent. Designed to host provincial buses entering Baguio, the terminal will act as a central transfer hub, linking passengers to different modes of transport within the city. Spanning roughly five hectares along Palispis Highway, about 45 kilometers from the city center, the facility will include dedicated bays for provincial and local transport, staging areas for buses, passenger waiting lounges with commercial establishments, park-and-ride public parking, and landscaped green spaces. To help manage traffic flow, the terminal will be designed with at least two entry and exit points, a dedicated right-turn slip lane, and signalized intersections to ensure smoother vehicle movement. Additional planned features include round-the-clock security and safety systems, amenities for persons with disabilities, and an information kiosk to guide passengers. The project will adopt a framework similar to established transport hubs like the Parañaque Integrated Terminal Exchange (PITX) and the Taguig International Terminal Exchange (ITx).
The planned integrated terminal aims to ease congestion in the Central Business District (CBD) by transferring south-bound provincial buses from Governor Pack Road to a site on the city’s outskirts. This relocation is expected to reduce traffic caused by bus loading, unloading, and terminal operations along the road and surrounding areas.
