Philippines Invites Bidders for San Ramon Seaport PPP Under BOT Scheme

The Zamboanga City Special Economic Zone Authority and Freeport (ZCSEZA) has invited interested parties to pre-qualify and bid for the design, financing, construction, operation, and maintenance of the San Ramon Newport Project through a Build-Operate-Transfer (BOT) arrangement.

The estimated project cost is PHP 14.823 billion (US$259 million), covering civil and structural works, utility infrastructure, cargo handling equipment, terminal operating systems, and associated financing and development expenses. The project is designed to relieve congestion at the existing Zamboanga Baseport (ZBP) while also attracting new investors and locators to the Zamboanga City Special Economic Zone (ZAMBOECOZONE). It is expected to significantly reduce transportation costs for both domestic and international cargo flowing into Region IX.

Concessionaire Responsibilities

I. Construction of Port Infrastructure and Facilities

  • Build passenger terminals and related facilities, including areas for customs, immigration, and security.

  • Develop marine structures such as wharves, berths, and breakwaters.

  • Construct cargo handling and storage zones.

  • Provide vehicular access, parking areas, and intermodal connections that link road and maritime logistics.

  • Implement internal transfer systems to streamline passenger and cargo movement.

  • Integrate climate-resilient features into the infrastructure.

  • Undertake general site development and aesthetic improvements.

II. Procurement and Installation of Equipment

  • Supply and install information and operational technologies, including a Terminal Operating System (TOS).

  • Provide communication, monitoring, and security systems.

  • Install emergency and safety equipment, such as firefighting systems, oil spill response tools, and first aid stations.

III. Operation and Maintenance (O&M)

  • Operate and maintain marine-side facilities, cargo handling areas, and passenger terminals.

  • Manage port-related utilities, including power, water, drainage, and ICT systems.

  • Oversee the operation and maintenance of cargo handling equipment, such as cranes, yard vehicles, and associated logistics tools.

  • Administer commercial facilities and revenue-generating assets within the port.

IV. Revenue Collection

  • Collect revenues associated with concessionaire operations and operation and maintenance (O&M) activities as stipulated in the concession agreement.
