The Peruvian government has launched a public tender through the Ministry of Economy and Finance (MEF) and PROINVERSIÓN for the Wastewater Treatment for Final Disposal or Reuse in the City of Cajamarca, a US$115 million wastewater treatment initiative in Cajamarca to be developed via a Public-Private Partnership (PPP).
The project, with a reference investment of US$115 million, seeks to provide Cajamarca with a modern, efficient, and sustainable wastewater treatment system. Its implementation will reduce pollution of the Mashcón and Cajamarca rivers, restore the environment, and generate better conditions for public health, economic activity, and local tourism. The project encompasses the design, financing, construction, operation, and maintenance of the La Victoria and Mashcón collectors, as well as all associated infrastructure for the treatment and final disposal of the city's wastewater. The concession will have a term of 26 years, during which time the concessionaire will assume full responsibilities for the project.
The Ministry of Housing, Construction, and Sanitation (MVCS) will assume 100% co-financing of the investment. It will partially cover operation and maintenance costs during the initial phase, reinforcing the state's commitment to universal access to quality basic services. The project was initially presented as a Co-financed Private Initiative (CPI) and declared of interest on June 30, 2025. Following the submission of an expression of interest within the established deadline, this public competition was launched in accordance with current regulations.
