The Private Investment Promotion Agency (PROINVERSIÓN), an entity attached to the Ministry of Economy and Finance (MEF), has conducted technical studies for the New Chinecas Project and found that the project requires an approximate investment of US$6 billion in the execution of hydraulic infrastructure development.

Approximately US$3.4 billion will be invested in the new project's hydraulic infrastructure alone. According to the studies, the following dams will be built:
  • La Huaca Dam, to benefit 44,000 hectares in Santa-Lacramarca.
  • El Toro 2 Dam, to serve 28,000 hectares in Nepeña.
  • Las Yuntas Dam, to irrigate 26,000 hectares in Casma.
  • Río Seco Dam, to serve 21,000 hectares in Huarmey.

The remaining US$2.5 billion is allocated to agricultural development: improving irrigation for about 51,000 hectares in the valleys mentioned and bringing an additional 70,000 hectares of new land into irrigated production.

The technical document specifies that the New Chinecas Project will irrigate a total of 121,000 hectares of land: on the one hand, it will improve irrigation on a total of 51,000 hectares in the Santa Lacramarca, Nepeña, Casma, and Huarmey valleys, eliminating the existing water deficit; and it will also incorporate irrigation on 70,000 hectares of new land in the Santa Lacramarca, Nepeña, Casma, and Huarmey valleys. These lands will be used for agricultural exports and high-value agricultural products, promoting the productive conversion of existing lands. Once fully operational, the project is expected to generate over US$2.3 billion annually in agricultural and agroindustrial output, create more than 160,000 direct jobs, and help transform Áncash into a leading agroexport region in northern Peru.
