The Department for Transport (DfT) and the soon-to-be-established Euston Delivery Company (EDC) are seeking to explore the market for an Engineering & Design Partner (EDP) to support the redevelopment of the Euston Station “campus” in London, UK.
The EDC is a government-supported organisation created to manage a broad regeneration programme centred on Euston. Its remit includes upgrading the existing mainline station, improving connections with the London Underground, and modernising associated bus and taxi facilities. In addition, the EDC is responsible for coordinating the redevelopment of the surrounding commercial and residential areas — a site that Network Rail, the landowner, has previously indicated could host a new life sciences hub, expanding the nearby King’s Cross Knowledge Quarter. The role will exclude work on the new HS2 central London terminus, which forms part of the broader Euston masterplan but is being delivered independently through a private finance arrangement.
According to an initial market engagement notice, the DfT stated that the chosen design and engineering partner for the EDC will collaborate closely with Lendlease, the Euston masterplanner, and Allies & Morrison, its appointed design lead, to advance the overall programme. The scope of work is expected to cover scheme design on behalf of the EDC, major transport engineering design, architectural masterplanning, as well as programme scheduling, cost management, strategic planning, and oversight of delivery.
A joint market engagement exercise led by the DfT, the EDC and HS2 Ltd is scheduled to take place from mid to late November 2025. Its purpose is to gauge industry interest in the forthcoming contract and to gather feedback on factors such as risk appetite, delivery models and proposed timelines. Construction of the HS2 Euston terminus remains on hold following significant cost increases. Meanwhile, work on the line’s tunnel approaches, to be carried out by the SCS joint venture (Skanska, Costain and Strabag), is expected to start in 2026 with the launch of the tunnel boring machines (TBMs). A service tunnel has already been completed to the Willesden logistics hub, enabling excavated material from the tunnels to be transported by rail.
