The Saudi Ministry of Municipalities and Housing (MOMAH), the Riyadh Region Municipality, and the National Center for Privatization & PPP (NCP) have announced the launch of the Expression of Interest (EOI), Request for Qualifications (RFQ), and Request for Proposal (RFP) phases for the Joint Development Agreement Project in Riyadh.
The project will be delivered under a Public-Private Partnership (PPP) model through a Build, Own, Operate, and Transfer (BOOT) structure with a contract term of 50 years. The private sector will be responsible for the design, construction, operation, and maintenance of all project facilities, aiming to bolster urban infrastructure and meet the capital's growing demand.
The project aims to develop a plot of land with a total area of 30,015 square meters into high-quality, mixed-use assets encompassing residential, commercial, office, and recreational facilities. Located on Zaid bin Asim Street in Al-Narjis District, north of Riyadh, the site benefits from flexible urban planning regulations ideal for delivering distinctive development projects that cater to rising demand and provide integrated amenities serving the local community.
Local and international investors, financial institutions and project operators are encouraged to access the Investor Portal on the National Center for Privatization & PPP (NCP) website to obtain further project details and request the tender documents. Applications must be submitted by 10:00 AM Saudi Arabia time on 3 February 2027.
