Umm Al-Qura University Hospital PPP Attracts EOIs from 73 Companies in Saudi Arabia

Umm Al-Qura University (UQU), in collaboration with the National Center for Privatization & PPP (NCP), has received Expressions of Interest (EOIs) from 73 local and international companies for the completion and operation of Umm Al-Qura University Hospital in the Makkah Region.

The EOI stage for the Umm Al-Qura University Hospital PPP attracted 73 local and international companies across six categories, demonstrating broad private-sector interest in the project. The submissions included 28 development companies, 14 healthcare operators, 13 contracting and facility management companies, two financing and investment companies, 11 consulting firms, and five equipment and healthcare services companies. 

Among the development companies expressing interest were Al Bawani, Al Gihaz Holding, Al Kifah Holding, Al Yamama, Alfanar, Burjeel Gulf, Saudi Binladin Group, Tamasuk Holding, Ramky Infrastructure and Tanama Holding. The healthcare operator group included AMI Saudi Arabia, Andalusia Group, Aster DM Healthcare, Dallah Health, Dr. Sulaiman Al Habib Medical Group, Fakeeh Care, InterHealth Canada, Saudi German Hospital, National Medical Care and Marengo Asia Healthcare. 

The contracting and facility management participants included Almansouryah General Contracting, Annasban Group, BEC Arabia, BUNA Holding, Edgenta Arabia, Isam Kabbani & Partners, MOBCO, Rowad Modern Engineering, Samama and YILDIZLAR Group. In the financing and investment category, Aljazira Bank and Blominvest submitted EOIs, while consulting participants included Arabtech Jardaneh Saudi, Currie & Brown, Sia Partners, Surbana Consultants, Contrax International and Meinhardt. CARE and Planning for Hospitals, Flow Medical Solutions, Health Power Medical, Healthcare Development Holding and Rowad Medical Services represented the equipment and services category. 

The EOI stage has attracted companies with expertise across a wide range of fields, including hospital development, healthcare operations, construction, facility management, project financing, engineering consultancy, medical equipment and healthcare services. The project will be delivered under a 30-year Design, Build, Finance, Operate and Maintain (DBFOM) concession. The arrangement will provide private-sector investors with the opportunity to complete and equip the hospital and take responsibility for its long-term operation and maintenance, supporting both regional healthcare requirements and the University’s medical education activities. The project entails the redevelopment of an existing hospital facility into a fully operational 391-bed university hospital. Once completed, the facility will provide comprehensive healthcare services while also supporting medical education, clinical training and scientific research.
