The Government of São Paulo, through the Secretariat for Partnerships and Investments (SPI), published the public notice for the Rota Mogiana highway concession project. Spanning 520 km, the project entails an estimated BRL 8.9 billion (US$1.6 billion) investment to support road expansion and modernization, including duplication works, construction of third lanes, marginal roads, shoulders, pedestrian overpasses, and the development of a new Águas da Prata bypass. The selected concessionaire will oversee the expansion, operation, maintenance, and management of the highway network under a 30-year contract. The planned upgrades include: 217 km of highway duplication, 138 km of third-lane additions, 151 improved or new access interchanges, 96 km of marginal roads, 59 new pedestrian overpasses, 135 modernized or new bus stops, and 1 newly constructed bypass road.
The updated project incorporates sections currently operated by Renovias. The highways previously divided between the Rota Mogiana and Circuito das Águas lots have now been merged into a single, unified concession — Rota Mogiana — ensuring greater logistical integration and efficiency. Among the key improvements are duplications along highways SP-333, SP-338, SP-342, SP-350, SP-344, SP-107, SP-133, and SP-215; additional lanes on SP-340 and SP-350; a new bypass in Águas da Prata; and new bike lanes on SP-107 and SP-342. With the revised design, the Rota Mogiana project moves forward to auction, while Circuito das Águas remains under technical review by SPI.
The Rota Mogiana concession is anticipated to stimulate regional economic growth, creating thousands of jobs and providing a boost to key sectors such as logistics, agriculture, commerce, and services across the participating municipalities. This initiative is part of SP pra Toda Obra, the largest highway investment program in São Paulo’s history, encompassing over BRL 30 billion in investments and 1,500 projects covering more than 22,000 km of both public and concessioned roads.
