The Government of Senegal (GoS) and the National Sanitation Office of Senegal (ONAS) (Client) identified a site to develop a new wastewater treatment plant (WWTP) in Tivaouane Peulh that will be developed as a public private partnership (PPP) designed under a hybrid PPP scheme as part of the Senegal Water Security and Sanitation Multi-Phased Program by the World Bank (the "Project").
The National Sanitation Office of Senegal (ONAS) aims to engage a private sector partner to design, partially finance, construct, and operate a new wastewater treatment plant (WWTP), with the Senegalese government contributing 40% to 60% of the capital expenditure via a World Bank loan to enhance the project's affordability. The planned facility, known as the Tivaouane Peulh WWTP, will be a greenfield development with a design capacity of 39,000 cubic meters per day. It will incorporate primary, secondary, and tertiary treatment stages to ensure the treated effluent is safe for agricultural reuse. Once operational, the plant will double the existing wastewater treatment capacity in Dakar, significantly improving sanitation coverage in the region.
The IFC plans to engage an internationally experienced engineering firm specializing in wastewater treatment (Consultant) to provide technical, environmental, and social advisory services during Phase 1 of the project—which includes due diligence, PPP feasibility analysis, and EIA scoping—and, if applicable, during Phase 2, covering the implementation of the PPP tender. The Consultant’s role will encompass all technical, environmental, and social dimensions of the project, including conducting due diligence, contributing to the development of tender and transaction documents, and assisting in the execution of a transparent and competitive bidding process through to commercial close. Legal advisory services will be procured through a separate process.
