Wrexham Council Seeks Consultancy Partner for Gateway Regeneration Project

Wrexham County Borough Council, on behalf of the Wrexham Gateway partnership, wishes to commission a suitably qualified multi-disciplinary team to provide technical project management and other professional services to the Wrexham Gateway Eastern Zone Development scheme.

The scope of work involves progressing the project from its existing RIBA Stage 2 design through to delivery by:

  • Developing a procurement and funding strategy to secure a development partner,

  • Preparing tender documentation,

  • Supporting tender evaluations, and

  • Drafting the final contract for the appointment.

The consultant will also be responsible for preparing a Full Business Case in line with public sector funding standards and may provide leasing agent services. In addition, the contract may include optional "spot purchase" services such as technical advisory or development monitoring, marketing and communications support, private sector funding advice, and assistance with setting up long-term management and operational arrangements for the completed development. 

The council intends to appoint a single lead consultancy to streamline contract management and ensure clear accountability. A technical project manager will be essential to oversee and coordinate all aspects of the work with a high level of integration and time efficiency. The contract has an estimated total value of £660,000 (including VAT) and is expected to run from 8 October 2025 to 30 May 2026. Additionally, the agreement will include a spot purchase mechanism, allowing the council to commission further services as needed throughout the contract term. These optional services may cover development monitoring, technical advisory, marketing and communications, private sector funding advice, and establishing long-term management and operational structures.
