The Ministry of Economy, Planning and Cooperation of Senegal launched a new digital platform called “Source Sénégal PPP” to digitize all procedures for awarding public-private partnership (PPP) contracts.
Senegal now allows contracting authorities to handle the full lifecycle of PPP contract submissions and approvals through a digital system. The platform is designed to improve transparency, ensure compliance, and boost efficiency in preparing, evaluating, and finalizing PPP agreements. It seeks to be accessible nationwide, enabling broad dissemination of project opportunities and encouraging competitive participation. Minister Sarr called on all ministries, public bodies, and state-owned enterprises to adopt and embed the platform into their operations. The initiative was supported by the African Development Bank Group (AfDB) and the Sustainable Infrastructure Foundation (SIF), both of which contributed to the launch of SOURCE Sénégal.
According to Minister Abdourahmane Sarr, the platform will legally, technically, and financially structure each project. The goal is to strengthen the country's ability to attract reliable and sustainable investments. Sarr noted that the German cooperation and the SIF supported the initiative.
