Sole RFP response is received for Belle Chasse Bridge and Tunnel replacement project

According to sources, the Louisiana Department of Transportation & Development (DOTD) received only one response to RFP issued to three shortlisted bidder for Belle Chasse highway concession. The name of the bidder has not been revealed. 

The three shortlisted consortia after the RFQ are the following:

  • Connect One Bridging Partners: Kiewit Development Company, John Laing Investment, DIF Infra 5 US, Kiewit Infrastructure South, Volkert, American Roads); 
  • Plenary Infrastructure Belle Chasse: Plenary Group USA Concessions,Traylor Bros and Massman Construction Joint Venture, Huval & Associates, Kapsch TrafficCom USA, Inc;
  • UBP Belle Chasse Development: United Bridge Operating, Figg Bridge Group,  Belle Chasee Builders Joint Venture, Figg Bridge Engineers, UBP Dominion.

The project includes replacement of existing bridge and tunnel constructed in 1967 and 1955 respectively. The new mid-level fixed-span bridge is proposed to replace the existing moveable bridge and the tunnel. The project will span the Gulf Intracoastal Waterway on Louisiana Highway 23 in Belle Chasse, Louisiana. To the northwest, LA 23 connects to I-910 in the City of Gretna. To the southeast, LA 23 connects to the Belle Chasse Naval Air Station, the census-designated place known as Belle Chasse, and the Scarsdale Ferry crossing the Mississippi River.
