Stockton-on-Tees Council Seeks Long-Term Delivery Partner for Town Centre Living Regeneration

The Stockton on Tees Borough Council is inviting expressions of interest through pre-market engagement for a strategic alliance with a partner that will deliver residential development across its town-center living sites. This is not yet a formal contracting tender, but rather a process to understand the market’s capacity, appetite and possible delivery models — including how best to structure a long-term partnership of approximately 10 to 15 years (from 1 July 2026 to 30 June 2036, with a possible extension to 30 June 2041). The main categories of work include construction, civil engineering consultancy, building services and construction-related services. Suppliers wishing to engage must register via the referenced portal and submit the market engagement questionnaire by 5 pm on 14 November 2025.
