The Public-Private Partnership Agency, under the supervision of the Ministry of Economy of Ukraine, officially launched preparations for the second pilot public investment healthcare project together with the Heart Institute of the Ministry of Health of Ukraine and international consultant Concept Realisation Management Consultancy L.L.C. at the Irpin branch of the Heart Institute in Irpin, aiming to develop a medical rehabilitation center for post-organ-transplant patients under the Ukraine Government Project Preparation Facility (PPF).
The initiative is part of Ukraine’s broader reconstruction and public investment reform agenda, supported by the World Bank’s PREPARE Ukraine Project and financed through the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF). The project focuses on creating a modern medical and rehabilitation facility for patients recovering after organ transplantation at the Irpin branch of the Heart Institute of the Ministry of Health of Ukraine. The launch was marked by a kick-off meeting held on May 25, 2026, involving representatives from Ukraine’s Ministry of Economy, Environment and Agriculture, the PPP Agency, the Heart Institute, and an international consulting team. During the meeting, stakeholders agreed on the project preparation methodology, implementation schedule, responsibilities, and next operational steps. The project includes the preparation of a comprehensive investment feasibility study, environmental and social assessments, and technical planning required to meet international financing standards.
The initiative forms part of Ukraine’s effort to improve the quality and bankability of public investment projects during wartime and postwar reconstruction. Ukrainian officials emphasized that because public finances are under severe pressure, projects must be professionally prepared in order to attract international development funding and private investment, including through PPP mechanisms. The PPP Agency is acting as the Project Implementing Entity under the supervision of the Ministry of Economy. The rehabilitation center is strategically important for the future of transplant medicine in Ukraine. Officials from the Heart Institute explained that post-transplant rehabilitation services are currently limited, and the proposed facility would help improve long-term recovery and survival rates for transplant patients. The project is also intended to serve as a pilot model that could later be replicated in other regions of Ukraine.
The consulting assignment for the project was awarded to Concept Realisation Management Consultancy L.L.C., whose international and local experts will prepare the feasibility study and related documentation. The consultant team conducted its first site visit immediately after the launch meeting and committed to preparing the project in line with international best practices and World Bank procurement requirements.
