The Wigan Electric Vehicle Charging Infrastructure (EVCI) Concession represents a major long-term opportunity for an EV charging infrastructure operator, energy company, infrastructure investor or specialist service provider to establish and operate a public charging network across Wigan, Greater Manchester, UK. Wigan Council is seeking a private-sector partner to provide a turnkey service covering the supply, installation, operation, maintenance and customer service of EV charging infrastructure in council-owned car parks. The estimated contract value is £110 million (US$149 million). 

The opportunity provides scope for the successful concessionaire to develop a portfolio of public EV charging assets and generate revenues from their long-term operation. The council intends to deploy a mix of charging devices to serve different requirements of residents, businesses and visitors. Earlier market-engagement information indicated plans for around 100 active charge points, with passive provision for more than 100 additional points, while allowing the appointed supplier to introduce rapid and ultra-rapid charging at suitable locations. 

From a supplier perspective, the opportunity is attractive because it extends beyond the initial sale and installation of charging equipment. The selected partner would be responsible for the full operating lifecycle, including maintenance and customer services, creating opportunities for recurring revenues over the concession period. The contract is planned for 13 years, with an option to extend by a further two years, giving the operator a lengthy period in which to recover investment in charging equipment, electrical infrastructure and associated services. 

The opportunity could therefore benefit companies with capabilities across EV charger manufacturing or supply, electrical engineering, civil works, grid connections, digital charging platforms, payment systems, asset management and customer support. It may also create subcontracting opportunities for local electrical contractors, installation companies and maintenance providers. The procurement is a single lot valued at £110 million, meaning bidders may need either comprehensive in-house capabilities or a consortium/subcontracting structure capable of delivering the complete service. The tender was published in September 2026, with submissions due by 30 November 2026.
