Worcestershire County Council (WCC) is seeking to secure a Development Partner for the landmark Shrub Hill Quarter Regeneration Project. Phase 1 of the Shrub Hill Quarter focuses on the Shrub Hill Industrial Estate, forming part of a wider 14-hectare regeneration area that connects Worcester city centre with Worcester Shrub Hill railway station and has the potential to deliver more than 500 new homes. This first phase comprises land owned by Worcestershire County Council and has already seen early public realm enhancements and site clearance to enable residential development. Investment is also underway to convert a 37,000 sq ft heritage building for commercial use, alongside additional development prospects across the rest of the industrial estate.
WCC are anticipating launching a Development Partner opportunity via a competitive, flexible procedure in April/May 2026.
