Philippines Seeks Transaction Advisor for Bulk Water Supply PPP Project

The Public-Private Partnership (PPP) Center of the Philippines, through its Project Development and Monitoring Facility (PDMF), has invited eligible consulting firms from ADB member countries to submit EOI for providing project preparation and transaction advisory services to the Provincial Government of Cavite for the Cavite Bulk Water Supply Project in Cavite Province, Philippines.

The consulting firm will provide comprehensive Project Preparation and Transaction Advisory Services to support the Provincial Government of Cavite in structuring the project as a bankable PPP. The assignment covers preparation of the project's business case and feasibility study, including technical, engineering, environmental, social, legal, institutional, commercial, and financial analyses. The consultant is also expected to develop the preferred PPP structure, undertake value-for-money and risk allocation assessments, prepare bidding and procurement documents, support stakeholder consultations and government approval processes, assist in managing the competitive tender, respond to bidder queries, evaluate bids, support contract negotiations, and provide advisory services up to the award of the PPP contract and financial close. 

The REOI is open to eligible consulting firms from member countries of the Asian Development Bank (ADB). Firms may participate individually or as part of a joint venture or association. Interested consultants must demonstrate substantial experience in project preparation and transaction advisory services for PPP projects, particularly in the water, utilities, or infrastructure sectors. The evaluation emphasizes successful completion of similar assignments within the previous ten years, covering both feasibility studies and PPP transaction advisory services. Consultants are expected to possess multidisciplinary expertise, including engineering, finance, economics, law, environmental and social safeguards, procurement, and PPP advisory services. 

EOIs must be submitted electronically through the ADB Consultant Management System (CMS) and in accordance with the instructions provided in the REOI. The submission deadline is June 30, 2026. For more information, please visit our Business Opportunity page by clicking here.
