Invitation to Qualify and Bid for the PPP for School Infrastructure Project in the Philippines

The Department of Education (DepEd), through the Prequalification, Bids and Awards Committee (PBAC), has launched the bidding and invites interested parties to qualify and bid for the first three Contract Packages for the design, construction, and maintenance of school buildings under the Public-Private Partnership for School Infrastructure Project, Phase III (PSIP III). 

The project consists of three Contract Packages to be implemented under a “Build Lease-Transfer" contractual arrangement. The Contract Packages shall be implemented primarily in existing schools in Regions I to V, the National Capital Region, and the Cordillera Administrative Region. The total contract duration is expected to be eleven years and five months, including an estimated construction period of 17 months and a payment period of 10 years. The bidding is open to all interested foreign and local parties, subject to conditions for qualification under the Bidding Documents, the Philippine Constitution, the PPP Code and its IRR, and other applicable laws and jurisprudence. 

Bidders shall submit their bid proposals, together with duly accomplished Qualification Documents in the required format, to the PBAC for PSIP III, not later than 2:00 pm on 24 August 2026, at the Public-Private Partnership Office, Office of the Undersecretary for Strategic Management, Department of Education, 16th Floor, Techzone Building, Malugay St., Makati City.
