The Government of Sri Lanka, through the National Water Supply and Drainage Board (NWSDB), has invited eligible international bidders to construct a 14,000 m³/day wastewater treatment plant and effluent disposal system for Jaffna City, with financing from the Asian Development Bank (ADB).

The project involves the construction of a 14,000 cubic metres per day wastewater treatment plant in Jaffna City, Sri Lanka, as part of the Climate-Resilient Sustainable Water Supply and Sanitation Project financed by the ADB. The treatment plant will use a Waste Stabilization Pond system for treating wastewater. The scope also includes the supply and laying of a 6-km-long HDPE effluent disposal pipeline, incorporating a reuse system. The project is intended to provide an integrated wastewater treatment and effluent disposal solution for Jaffna City.

The contract is being procured through international open competitive bidding under ADB's Single-Stage, Two-Envelope procedure. Eligible bidders must meet specified financial and technical requirements, including an average annual construction turnover of US$11 million, financial resources of US$2 million, and relevant experience in water supply, sewerage or earthwork projects.

The tender also requires bidders to demonstrate experience in key activities, including the supply and laying of at least 5 km of HDPE pipeline of 300 mm diameter or above and the supply and installation of pumps with a capacity of 25 kW. The bid submission deadline has been extended to 16 November 2026 at 10:00 hours Sri Lanka time, with a required bid security of LKR 70 million or US$206,000.
