Affinity Water is inviting expressions of interest from the market for a major infrastructure opportunity: the Grand Union Canal Transfer Scheme, a nationally significant project designed to enhance water supply resilience across Southeast England.
Valued at approximately £425 million (excl. VAT), the project encompasses the design, construction, financing, and potential long-term operation and maintenance of key water infrastructure. This includes new water treatment works, pumping stations, transfer pipelines, canal upgrades, and environmental mitigation measures.
The contracting authority is exploring delivery through models such as DBF, DBFM, or DBFOM, and is seeking early market feedback to inform its procurement strategy. Interested parties—including construction firms, infrastructure investors, O&M specialists, and consortia—are encouraged to respond.
This is a preliminary market engagement (PME) phase, not a formal procurement, offering stakeholders the chance to shape a long-term project scheduled to commence in 2028 and run through 2057.
