The Bangalore Development Authority (BDA) has initiated the process to develop a ₹600 crore (US$62.6 million), 250-metre-high skydeck project in partnership with a private-sector developer under a PPP model at Bheemanakuppe–Challaghatta in Nadaprabhu Kempegowda Layout, Bengaluru, Karnataka.

The proposed project could include panoramic observation decks, elevated walkways, glass-bottom viewing platforms, experience centres, restaurants and cafés, retail spaces, entertainment venues and digitally immersive attractions. The final combination of facilities is yet to be determined and will depend on the site's development potential, market demand and financial feasibility. The BDA has invited bids to appoint a transaction adviser to advance the project under a PPP model, with the tentative project cost estimated at Rs 600 crore. The adviser will evaluate the project's technical, commercial and financial feasibility and recommend a suitable PPP structure, investment framework and revenue-sharing arrangement, while also identifying potential revenue-generation opportunities. Earlier this year, the government earmarked nearly 45 acres at Bheemanakuppe-Challaghatta in Nadaprabhu Kempegowda Layout in western Bengaluru for the project. The site benefits from proximity to the Bengaluru-Mysuru access-controlled highway, as well as connectivity to the Bengaluru-Mysuru highway and Magadi Road. Before selecting the current location, the authorities evaluated at least six potential sites for the skydeck. The repeated assessment of locations had delayed clarity over the project’s final site, while uncertainty also persisted regarding the required investment and the commercial model that could make the development financially sustainable.

The transaction adviser will conduct a detailed assessment of the selected site to determine its suitability for the proposed skydeck and associated attractions. The evaluation will cover road, Metro and public transport connectivity, existing infrastructure, projected visitor footfall, tourism potential and the site's visibility. It will also examine parking needs, utility availability, land-use compatibility, visitor circulation, environmental considerations and safety requirements, given the large crowds the facility is expected to attract.

The adviser will assess market demand, the site's development potential and commercial opportunities before advising the BDA on the project's financial viability and implementation framework. The study will also help establish the level of private investment that could be mobilised and identify potential revenue-generating facilities that could be incorporated into the development. The current concept represents a shift from the project's initial vision as a standalone 250-metre observation tower. By integrating viewing facilities with entertainment, hospitality, retail and immersive experiences, the government aims to develop a broader destination capable of attracting visitors and generating recurring revenue.
