The Government of Goa’s Directorate of Fisheries has reissued a tender to select a private concessionaire to redevelop and operate a multi-species marine fish hatchery at Benaulim, Goa, under a 30-year DBFOT concession.

The initial e-tender was issued in August 2025, but five deadline extensions failed to attract any bids, with the tender eventually opened on April 6, 2026, without a bidder. The project was developed with technical inputs from the Central Marine Fisheries Research Institute (CMFRI), while the Department of Public Private Partnership (DPPP) appointed Primus Partners as transaction adviser in May 2025. Market consultations indicated that prospective bidders found the requirement to produce six fish species and certain eligibility conditions too restrictive. Following the failed tender, the government revised the project terms by easing eligibility requirements and introducing a five-year moratorium on the minimum guaranteed revenue. The project site has also been reduced from 38,000 sq m to 30,000 sq m, with portions earmarked for a Colva police station, local fishermen and a proposed shrimp-farming unit with ICAR-CIBA. A fresh e-tender was cleared in August 2026.
